Francis Kimemia, Secretary to the Cabinet Nominee to be Vetted by Parliarment on Friday 24th May 2013

Notification on Vetting of the Person Nominated for Appointment as Secretary to the Cabinet
 
Article 154(2)(a) of the Constitution provides that “The Secretary to the Cabinet shall be nominated and, with the approval of the National Assembly, appointed by the President”.
 
Pursuant to provisions of Article 118 (1)(a)(b) and (2) of the Constitution; and Standing order 198 which allow the public access to Committee sittings; and in line with Section 6(4) of the Public Appointments (Parliamentary Approval) Act (No.33 0f 2011); which provides for the Committee to notify the public of the time and place for holding an approval hearing at least seven days prior to the hearing:
 

The general public is hereby notified that the Departmental Committee on Administration and National Security shall conduct the vetting of Mr. Francis Thuita Kimemia, who has been nominated to serve in the position of Secretary to the Cabinet, on Friday, 24th May, 2013, in the Committee Room, 4th floor, Continental House, Parliament Buildings, at 2.30 pm.

SUBMISSION OF MEMORANDA

In the Matter of the Approval by the National Assembly, of the person nominated to serve as Secretary to the Cabinet

Article 154(2) (a) of the Constitution provides that, H.E. the President shall nominate and with the approval of the National Assembly, appoint Secretary to the Cabinet. 


Pursuant to the said Article, Mr. Francis Thuita Kimemia, E.G.H. has been nominated for the position of Secretary to the Cabinet.
 

Following the receipt of the nomination from H.E the President, the Departmental Committee on Administration and National Security is mandated to vet, consider his suitability for appointment and submit its report to the House for approval.
 

Pursuant to Section 6(9) of the Public Appointments (Parliamentary Approval) Act, 2011, the Departmental Committee on Administration and National Security now invites interested members of the public to submit any representations by written statement on oath (affidavit), that they may have on the suitability or otherwise of the nominee for appointment as Secretary to the Cabinet. 

The representations may be forwarded to the Clerk of the National Assembly, P.O. Box 41842-00100, Nairobi; hand-delivered to the Office of the Clerk, Main Parliament Buildings, Nairobi; or emailed to clerk@parliament.go.ke; to be received on or before Thursday 23rd May, 2013 at 5.00 pm.
